Sichuan Guangyuan: By 2030, the installed capacity of hydropower will reach 1.9 million kilowatts!

On January 8th, the People’s Government of Guangyuan City, Sichuan Province issued the “Implementation Plan for Carbon Peaking in Guangyuan City”. The plan proposes that by 2025, the proportion of non fossil energy consumption in the city will reach about 54.5%, and the total installed capacity of clean energy generation such as hydropower, wind power, and solar energy will reach over 5 million kilowatts. The energy consumption per unit of GDP and carbon dioxide emissions per unit of GDP will meet the provincial targets, laying a solid foundation for achieving carbon peaking.

Implementing the green and low-carbon energy transformation action, based on our city’s energy resource endowment, strengthening the role of hydropower as the main force, cultivating new growth points for integrated development of water, wind and solar power, supporting natural gas peak shaving power generation and coal power integration projects, continuously promoting clean energy substitution, further optimizing energy production and consumption structure, and accelerating the construction of a clean, low-carbon, safe, and efficient modern energy system. Consolidate and improve water and electricity. Stable operation of hydropower stations such as Tingzikou and Baozhusi, effectively leveraging the comprehensive benefits of power generation, irrigation, and navigation. Promote the construction of pumped storage power stations such as Longchi Mountain, Daping Mountain, and Luojia Mountain. Accelerate the construction of reservoirs and power stations with annual regulation capacity, such as Quhe and Guanziba. During the 14th Five Year Plan period, a new installed capacity of 42000 kilowatts of hydropower was added, further consolidating the renewable energy system dominated by hydropower.
Accelerate the construction of a new type of power system. Improve the grid’s ability to absorb and regulate renewable energy, and build a new type of power system with a high proportion of hydropower and new energy. Continuously optimize and improve the main grid structure of the power grid, complete the Zhaohua 500 kV substation expansion project and Qingchuan 220 kV transmission and transformation project, accelerate the construction of the Panlong 220 kV switchgear, and plan to strengthen the 500 kV power grid project. Adhere to the principle of “strengthening the main network and optimizing the distribution network”, complete the Cangxi Jiangnan 110 kV transmission and transformation project, launch the Zhaohua Chengdong and Guangyuan Economic Development Zone Shipan 110 kV transmission and transformation projects, accelerate the construction of 35 kV transmission and transformation facilities and lines, and renovate and expand 19 35 kV and above transmission and transformation projects such as Wangcang Huangyang and Jiange Yangling, to promote the implementation of rural revitalization strategy and the development of key industries. Strengthen the overall allocation and coordination of new energy resources such as wind and solar power, and support the construction of “new energy+energy storage”, integration of source network, load storage, and multi energy complementarity, as well as water and heat joint projects. Accelerate the upgrading and replacement of the distribution network, and promote technological innovation in the grid to adapt to large-scale and high proportion new energy and renewable energy friendly grid connection. Deepen the reform of the power system and carry out green power trading. By 2030, the installed capacity of hydropower with seasonal or above regulation capacity in the city will reach 1.9 million kilowatts, and the power grid will have a basic peak load response capacity of 5%.
