1. Accelerate the development and utilization of non-fossil energy
(1) New energy maintained rapid growth. Formulate and implement a planning and layout plan for large-scale wind power photovoltaic bases focusing on deserts, Gobi, and desert areas. The planned total scale is about 450 million kilowatts. At present, the first batch of 95 million kilowatt base projects have all started construction, and the second batch of project list has been issued. Advance the preliminary work and organize and plan the third batch of base projects. Steadily promote the pilot project of distributed photovoltaic development on the roof of the whole county. As of the end of June this year, the cumulative registered scale of the national pilot project was 66.15 million kilowatts. Orderly promote the construction of offshore wind power bases in the Shandong Peninsula, the Yangtze River Delta, southern Fujian, eastern Guangdong, and the Beibu Gulf. Since 2020, the installed capacity of newly added wind power and solar power has exceeded 100 million kilowatts for two consecutive years, accounting for about 60% of all newly installed power generation capacity in the year. Steady development of biomass power generation, as of the end of July this year, the installed capacity of biomass power generation was 39.67 million kilowatts. Work with relevant departments to actively research and support the development of geothermal energy and non-food bio-liquid fuels. Promote the industrial trial production of the first domestic self-owned cellulose fuel ethanol demonstration plant with an annual output of 30,000 tons. The Medium and Long-term Plan for the Development of the Hydrogen Energy Industry (2021-2035) was issued. In 2021, the annual power generation of new energy will exceed 1 trillion kWh for the first time.
(2) The construction of conventional hydropower projects has been steadily advanced. Coordinate hydropower development and ecological environment protection, and vigorously promote hydropower planning and construction of major hydropower projects in key river basins such as the upper reaches of the Jinsha River, the middle reaches of the Yalong River, and the upper reaches of the Yellow River. The Wudongde and Lianghekou Hydropower Stations were fully put into operation. The Baihetan Hydropower Station was completed and put into operation with 10 units before the end of August this year. The Jinsha River Xulong Hydropower Station project was approved for construction in early June this year. From 2021 to June this year, 6 million kilowatts of conventional hydropower has been started. As of the end of June this year, the national hydropower installed capacity reached about 360 million kilowatts, an increase of about 20 million kilowatts over 2020, and nearly 50% of the target of adding 40 million kilowatts during the “14th Five-Year Plan” period has been completed.
(3) Nuclear power maintains a steady pace of construction. Actively and orderly promote nuclear power construction under the premise of ensuring safety. Hualong No. 1, Guohe No. 1 demonstration project, high-temperature gas-cooled reactor demonstration project and other projects under construction are promoted under the premise of ensuring quality. In January 2021, Fuqing No. 5, the world’s first Hualong No. 1 pile, was completed and put into operation. As of July this year, my country has 77 nuclear power units in operation and under construction, with an installed capacity of 83.35 million kilowatts.

Give full play to the role of coal and coal power in supporting and guaranteeing the green and low-carbon transformation of energy. Continue to do a good job in the “combined boxing” of increasing coal production and ensuring supply, implementing the coal safety and supply responsibility system, stabilizing the coal supply guarantee policy, strengthening the national coal production scheduling, and continuously releasing advanced production capacity to effectively and steadily increase coal production. Research and promote the pilot demonstration of low-rank coal classification and utilization. Fully tap the peak output potential of coal power. Steadily and orderly promote the elimination of backward production capacity in the coal power industry. In 2021, coal-fired power will account for less than 50% of the installed capacity, produce 60% of the country’s electricity, and undertake 70% of the peak tasks. Comprehensively implement the “three linkages” of coal power energy saving and carbon reduction, flexibility and heating transformation. In 2021, 240 million kilowatts of transformation have been completed. A good foundation is laid for the goal.
(2) The high-quality development of oil and gas is further advanced. Solidly promote the seven-year action plan for oil and gas exploration and development, and vigorously increase the intensity of oil and gas exploration and development. In 2021, crude oil production will be 199 million tons, which has stabilized and rebounded for three consecutive years, and natural gas production will be 207.6 billion cubic meters, with an increase of more than 10 billion cubic meters for five consecutive years. Accelerate the large-scale development of unconventional oil and gas resources. In 2021, the output of shale oil will be 2.4 million tons, the output of shale gas will be 23 billion cubic meters, and the utilization of coalbed methane will be 7.7 billion cubic meters, maintaining a good growth momentum. Accelerate the construction of oil and gas infrastructure, promote the construction of oil and gas trunk pipelines and key interconnection projects, and further improve the “one national network”. The natural gas storage capacity has been rapidly improved, and the scale of gas storage has doubled in more than three years. Solidly promote the implementation of refined oil quality upgrades, and effectively guarantee the supply of gasoline and diesel that meet the sixth-stage mandatory national standards. Oil and gas consumption will maintain a reasonable growth, and oil and gas consumption will account for about 27.4% of total primary energy consumption in 2021.
(3) Accelerate the implementation of clean substitution of end-use energy. Policies such as the “Guiding Opinions on Further Promoting Electric Energy Substitution” were introduced to promote the continuous improvement of electrification in key areas such as industry, transportation, construction, agriculture and rural areas. Deeply promote clean heating in the northern region. By the end of 2021, the clean heating area will reach 15.6 billion square meters, with a clean heating rate of 73.6%, exceeding the planned target, and replacing more than 150 million tons of loose coal in total, which will help reduce PM2.5 concentration and improve air quality The contribution rate is more than one-third. Accelerate the construction of electric vehicle charging infrastructure. As of July this year, a total of 3.98 million units have been built, which can basically meet the development needs of electric vehicles. Demonstration of comprehensive utilization of nuclear energy has been carried out. The total heating area of the first and second phases of the nuclear energy heating project in Haiyang, Shandong Province has exceeded 5 million square meters, realizing “full coverage” of nuclear energy heating in Haiyang City. The Zhejiang Qinshan Nuclear Energy Heating Project was officially put into operation, becoming the first nuclear energy heating project in the southern region.

Steady progress in the construction of three new power systems
(1) The ability to allocate power resources across provinces has been steadily enhanced. Complete and put into operation Yazhong-Jiangxi, Northern Shaanxi-Wuhan, Baihetan-Jiangsu UHV DC and other inter-provincial power transmission channels, accelerate the promotion of Baihetan-Zhejiang, Fujian-Guangdong interconnected DC projects, and Nanyang-Jingmen-Changsha, Zhumadian-Wuhan and other cross-provincial transmission channels. The construction of UHV AC projects in provinces and regions actively promotes the “three AC and nine direct” trans-provincial power transmission channels. Coordinate and promote the connection of the first batch of large-scale wind power photovoltaic base projects to the grid. By the end of 2021, the country’s west-to-east power transmission capacity will reach 290 million kilowatts, an increase of 20 million kilowatts compared to the end of 2020.
(2) The flexible adjustment capability of the power system has been significantly improved. Promote the flexibility transformation of coal power units. By the end of 2021, the implementation of flexibility transformation will exceed 100 million kilowatts. Formulate and issue the Medium- and Long-term Development Plan for Pumped Storage (2021-2035), promote the formulation of implementation plans by provinces and the approval work plan for the “14th Five-Year Plan” project, and accelerate the construction of projects that are ecologically friendly, have mature conditions, and have excellent indicators. As of the end of June this year, the installed capacity of pumped storage reached 42 million kilowatts. The “14th Five-Year Plan” New Energy Storage Development Implementation Plan was issued to accelerate the diversification, industrialization, and large-scale development of new energy storage. By the end of 2021, the installed capacity of new energy storage will exceed 4 million kilowatts. Promote the accelerated construction of qualified gas power projects. By the end of June this year, the installed capacity of natural gas power generation was about 110 million kilowatts, an increase of about 10 million kilowatts compared to 2020. Guide all localities to do a good job in demand-side response to effectively reduce peak load demand.

Four energy transformation support guarantees continue to strengthen
(1) Accelerate the advancement of energy technology innovation. A number of major scientific and technological innovations have achieved new breakthroughs, mastered independent third-generation nuclear power technology, built a one-million-kilowatt hydropower unit with the largest single-unit capacity in the world, and refreshed the world record for photovoltaic cell conversion efficiency several times. New progress has been made in the R&D and application of a number of new energy technologies such as energy storage and hydrogen energy. Improve the innovation mechanism, formulate and issue the “14th Five-Year Plan for Scientific and Technological Innovation in the Energy Field”, revise the evaluation and evaluation methods for the first (set) of major technical equipment in the energy field, and organize the launch of the first batch of national energy R&D and innovation platforms during the “14th Five-Year Plan” Selection and identification.
(2) The reform of the energy system and mechanism has been continuously deepened. (3) The policy guarantee for energy transition has been further improved. Issued and implemented the “Implementation Plan for Promoting Energy Green and Low-Carbon Transformation to Do a Good Job of Carbon Peaking”, “Opinions on Improving the System, Mechanism, and Policy Measures for Energy Green and Low-Carbon Transformation” and the Implementation Plan for Carbon Peaking in the Coal, Oil and Natural Gas Industry, and issued the “About “Implementation Plan for Promoting the High-quality Development of New Energy in the New Era”, systematically promotes the green and low-carbon transformation of energy, and forms a policy synergy. Strengthen research on key and difficult issues, and organize relevant parties to carry out in-depth research on energy transition paths.

Optimize the combination with new energy, strengthen energy technology innovation and system and mechanism reform, and provide green, low-carbon, safe and reliable energy guarantee for achieving the goal of carbon neutrality at the peak of carbon as scheduled.
