In Daxin County, Chongzuo City, Guangxi Province, there are towering peaks and ancient trees on both sides of the river. There are six cascade hydropower stations distributed in the Heishui River Basin, including Na’an, Shangli, Geqiang, Zhongjuntan, Xinhe, and Nongben. In recent years, closely focusing on the goals of green, safety, intelligence, and benefiting the people, the construction of green small hydropower in the Heishui River Basin has been implemented to demand strength from technology, achieving unmanned and few people on duty power stations in the basin, injecting strong impetus into local social and economic development, effectively assisting rural revitalization, and enhancing the happiness of the local people.

Strengthening Party building leadership and promoting green transformation
It is reported that the construction of cascade green small hydropower in the Heishui River Basin of Daxin County is a benchmark demonstration project for the green transformation and development of rural hydropower in Guangxi. Taking the green small hydropower construction project as an opportunity, with the party building brand “Red Leader Elite” as the starting point, and using the “One Three Five” specific approach to build the party building brand, promoting technological innovation and intensive construction, a good pattern of “focusing on party building, focusing on projects, and promoting development through party building” has been formed.
The group seizes development opportunities, strengthens party building leadership, comprehensively completes the construction of green small hydropower stations in rural areas, actively carries out activities such as “party building+” and “1+6″ Chuangxing Power Station, safety and health environment pilot, safety standardization, etc., strengthens employee team construction, vigorously cultivates ecological green power stations, and has achieved significant results. Promoting technological innovation and building smart power stations
Recently, at the Guangxi Green Hydropower Station Control Center, real-time monitoring was carried out on six hydropower stations in the jurisdiction through an intelligent control system. The farthest of these hydropower stations is more than 50 kilometers away, and the nearest is also more than 30 kilometers away from the central control center. Previously, each power station required many operators to be stationed on duty. Now, operators can remotely control from the central control center, greatly saving labor costs. This is a microcosm of Guangxi Agricultural Investment New Energy Group’s demand for technological strength, building smart power stations, and promoting high-quality development of the enterprise.
In recent years, Guangxi has made efforts in transformation and development, actively promoting the green transformation and modernization of cascade hydropower stations in the Daxin Heishui River Basin. With an investment of 9.9877 million yuan, it has completed the green and intelligent transformation of six hydropower stations in the Heishui River Basin, including Na’an, Shangli, Geqiang, Zhongjuntan, Xinhe, and Nongben, as well as the construction of seven centralized control centers. This has significantly increased the output and power generation of units, achieved the goal of “unmanned and few people on duty” cascade hydropower stations in the basin, and the intensive construction and management of intelligent centralized control systems, forming a new pattern of green ecological development.
Through renovation in recent years, the six hydropower stations in the Daxin Heishui River Basin have increased their installed capacity by 5300 kilowatts, with an increase of 9.5%. Before the renovation of the six hydropower stations, the average annual power generation was 273 million kilowatt hours. After the renovation, the increased power generation was 27.76 million kilowatt hours, an increase of 10%. Among them, four power stations have been awarded the title of “National Green Small Hydropower Demonstration Power Station”. At the national video conference on green transformation of small hydropower held by the Ministry of Water Resources on December 28, 2022, the small hydropower green transformation project in the Daxin area was regarded as an excellent example to introduce experience to the national water conservancy system.
By implementing green small hydropower construction for the cascade power stations in the Heishui River Basin of Daxin County, each power station can be connected to the Guangxi Water Resources Department’s small hydropower ecological flow online monitoring platform in real time, and connected to joint monitoring and rectification by water conservancy, ecological environment and other departments. At the same time, it is included in the river chief system inspection content to achieve online monitoring and real-time alarm of ecological flow. The annual ecological flow compliance rate in the Heishui River Basin has reached 100%. This project can provide about 300 million kilowatt hours of clean energy to society every year, which is equivalent to saving 19300 tons of standard coal and reducing 50700 tons of carbon dioxide emissions, achieving energy conservation and emission reduction, and achieving the unity of economic, social, and ecological benefits.
It is reported that Guangxi has implemented the intelligent transformation of power stations and the construction of centralized control centers, effectively improving the level of enterprise management and laying a solid foundation for the sustainable development of enterprises. After implementing the “unmanned and few person on duty” operation mode in Daxin, Longzhou, and Xilin areas, the group reduced the original number of 535 operating personnel to 290, a decrease of 245 people. By expanding new energy projects, contracting the operation of hydropower stations, and developing breeding projects for the separated personnel, the high-quality development of enterprises has been effectively promoted.

In recent years, Guangxi has adhered to the path of green ecology and sustainable development, protecting ancient trees and rare plants in the reservoir area and its jurisdiction. Every year, fish proliferation and release are carried out to protect the aquatic ecological environment, providing an ideal habitat for important wetland organisms such as birds, amphibians, and fish in Chongzuo City.
Each power station in the Heishui River Basin will comprehensively establish a green hydropower construction mechanism. By adding ecological flow discharge facilities, strengthening cascade optimization scheduling, and increasing ecological restoration efforts for rivers, effective measures will be taken to benefit society, rivers, people, and power stations, achieving a win-win situation for both economic and ecological benefits of hydropower development.
Guangxi has invested over ten million yuan in repairing the water diversion channels shared by hydropower stations and agricultural irrigation, ensuring the water conservation and irrigation of 65000 acres of farmland in the reservoir area, benefiting more than 50000 people. At the same time, expanding the dam inspection channels provides convenient transportation for people on both sides of the strait, greatly reducing the distance between the two sides and benefiting the people.
It is reported that since the construction and operation of various power stations in the Heishui River Basin, the water storage in the reservoir area has increased the water level of the upstream riverbed, which is conducive to the growth of coastal plants and the protection of aquatic life in the river, greatly improving the local ecological environment. At present, the Heishui River National Wetland Park, Luoyue Leisure Self Driving Scenic Area, Anping Xianhe Scenic Area, Anping Xianhe Yiyang City, Heishui River Scenic Area, and Xinhe Rural Tourism Resort have been established in the Geqiang Hydropower Station and Shangli Hydropower Station reservoir areas, attracting investment of over 4 billion yuan, driving the rapid development of local tourism industry. Every year, more than 500000 tourists are received, and the comprehensive tourism income exceeds 500 million yuan, effectively promoting the income increase of farmers in the reservoir area and promoting rural revitalization.
The hydropower stations in the Heishui River Basin are like shining pearls, producing efficient and clean electricity energy while gradually forming a sustainable tourism industry that integrates natural ecological environment and economic benefits, maximizing the additional benefits of the power stations.
